Background and Rationale
On September 6, 2017, Hurricane Irma devastated the island of Sint Maarten, negatively impacting the island's economic and physical infrastructure, and posing significant safety, livelihood, health, and wellbeing challenges for the population and Government of Sint Maarten. Among the immediate challenges of the post-disaster landscape was the need to mitigate the hurricane's impact on child safety, wellbeing, and the psychosocial support systems and services.

In the aftermath of the hurricane, the Dutch National Committee for UNICEF (UNICEF NL) supported the government of Sint Maarten, primarily in the areas of school safety, psychosocial support, and child protection services. Building on the successful outcomes of the early recovery project, a follow-up project is currently being implemented in collaboration with the Government of Sint Maarten, and funded by the Sint Maarten Recovery, Reconstruction and Resilience Trust Fund, managed by the World Bank: www.unicef.nl/trustfundsintmaarten.

Through this project, UNICEF NL aims to support the government of Sint Maarten to strengthen the education and child protection systems to address and better respond to the needs of children and adolescents resulting from natural disasters and external shocks. Overall, the project aims to:

Support teachers to deal with their own crisis-related needs, while also improving their ability to detect the needs of and provide psychosocial support to children.
Increase children’s and adolescents' ability to better cope with shocks, by providing life skills training and promoting the development of safe spaces and environments at the school and family level.
Strengthen the child protection referral and case management system and support the strengthening of the Child Protection Information Management System.
Strengthen professionals', such as teachers, social workers, health care personnel, knowledge of child protection.
Strengthen coordination for disaster risk management at the education system and school levels to better prepare for, respond to natural hazards, and protect children's safety during emergencies

Apart from the above, UNICEF NL is collaborating with the government, through the Department of Youth, Ministry of Education, Culture, Youth and Sport, to promote meaningful youth participation across various sectors and implement a Violence Prevention Policy (VPP) action plan.

Goal/Objective
The primary goal of this consultancy is to support the Government of Sint Maarten and UNICEF NL in the implementation of the Violence Prevention Policy (VPP) action plan. The objective is to effectively coordinate and facilitate the execution of the VPP action plan, ensuring that all key stakeholders are engaged and informed throughout the project cycle. This initiative aims to address the impact of violence in and around learning institutions in Sint Maarten.

Specific Tasks

Support Effective Stakeholder Engagement: Throughout the project cycle, facilitate and support stakeholder engagement, ensuring that relevant parties are involved and informed about the VPP initiative. This includes identifying key stakeholders for the VPP implementation.
Coordinate Strategic Communication Strategy: Collaborate with stakeholders to develop and implement a strategic communication strategy to promote and support the VPP. This strategy should encompass effective communication channels and messaging.
Coordinate VPP Implementation: Oversee and manage the implementation of the VPP Strategic Action Plan. This involves coordinating various activities and ensuring they align with the action plan.
Coordinate Administrative and Logistical Arrangements: Take responsibility for all administrative and logistical arrangements necessary to support the institutionalization of the VPP within the Government of Sint Maarten. Key tasks include:

Initiating Stakeholder Mapping: Identify and categorize key stakeholders crucial for the successful implementation of the VPP.
Develop a Draft VPP Stakeholder Engagement Strategy: Create a strategy for engaging with identified stakeholders effectively.
Develop a Draft Strategic Communications Strategy for the VPP: Craft a comprehensive communications strategy to promote the VPP's objectives and activities.
Identify/Select VPP Focal Points in Departments and Divisions: Appoint and establish focal points within relevant government departments and divisions to ensure smooth coordination.
Organize VPP Stakeholder Meetings: Arrange meetings to engage stakeholders and provide updates on the VPP's progress.
Roll Out VPP Pilot in 3 schools, 2 daycare centers, and an after school program: Oversee the pilot implementation of the VPP in three selected schools, ensuring adherence to the action plan.
Launch VPP Communications Strategy: Execute the launch of the communications strategy to raise awareness and garner support for the VPP.

Deliverables
The following deliverables are expected to be completed during the consultancy:

Stakeholder Mapping Report: A report detailing the identified key stakeholders for VPP implementation.
Draft VPP Stakeholder Engagement Strategy: A comprehensive strategy document outlining how stakeholders will be engaged and involved in the VPP.
Draft Strategic Communications Strategy: A strategic communications plan specifying communication channels, messaging, and promotional activities for the VPP.
Selection of VPP Focal Points: Create a list of designated focal points within government departments and divisions responsible for VPP coordination.
VPP Stakeholder Meeting Reports: Reports summarizing the outcomes and progress of stakeholder engagement meetings.
Pilot Implementation Report: A report on the successful rollout of the VPP pilot in three schools.
M&E from the pilot, data collection, updates to curriculum and continuation of roll out
VPP Communications Strategy Launch Report: A report documenting the launch of the VPP communications strategy, including its impact and reach.

Qualifications and Experience

MSc in Counselling Psychology, Social Work, Public Health, or related degree preferred.
Minimum 10 years of relevant professional experience developing, implementing, and assessing violence prevention programmes. Specific experience in developing, managing, or evaluating school-based violence prevention programmes is an asset.
Demonstrated experience of developing, managing, and evaluating similar violence prevention programmes in the Caribbean.
Demonstrated experience of working collaboratively with government agencies, civil society organizations and international development agencies.
Excellent research and analytical skills, both oral and written.
Strong and practical skills for effective coordination.
Experience conducting evaluations and strategic reviews.
Fluency in written and spoken English is necessary. Knowledge of Dutch language will be considered a plus.

Our Offer
A reference check is part of the procedure. The successful candidate will be offered a consultancy contract with The Dutch National Committee for UNICEF.

Timeframe
The consultancy is expected to start on January 8th, 2024. Expected duration of consultancy is 55 days, spread over several months until 31st October 2024.
