Introduction to the assignment
On September 6, 2017, a Category 5 Hurricane made landfall on Sint Maarten, causing significant destruction throughout the country. UNICEF The Netherlands has been active on Sint Maarten since September 2017 implementing a programme comprising disaster preparedness, psychosocial support, child protection, public campaigns and research. In collaboration with the Government of St. Maarten and the World Bank Trust Fund, we are implementing a Child Resilience and Protection project. For this project, we are recruiting a Junior Programme Administrative Officer. 

The Assignment
The Junior Programme Officer supports the team of specialists in Sint Maarten in various aspects of the implementation of activities, in particular: events, campaigns, training workshops, consultation sessions. The position is based in Philipsburg, Sint Maarten.


Purpose of the job
The incumbent will provide programmatic and administrative support to the team to ensure timely and successful implementation of planned activities. Tasks include:

-          Lead operational aspects and logistics for events, training workshops, consultations (venue, logistics, agendas, invitations, certificates of participation, problem-solving) for inter alia training on youth participation, positive parenting, child protection, school safety and emergency preparedness.

-          Support online training sessions (managing online break out rooms etc).

-          Support the collection of data to monitor the overall project outputs and record these in project monitoring tools.

-          Prepare or contribute to the preparation of various written reports, documents, and communications, e.g., presentations, correspondence, etc.

-          Support procurement: liaise with vendors according to UNICEF NL procurement rules and under the guidance of the Project manager and HR resources advisor for various purposes and follow-up with purchases in conformity with internal procedures.

-          Support the creation and maintenance of stakeholder databases and ensure compliance with the privacy policy.

-          Support filing on UNICEF NL’s SharePoint (?), facilitate the team in information management and the use of various tools (such as Menti, Miro, Jamboard) to facilitate remote trainings and teamwork.

-          Perform any other operational and administrative tasks, as required by the Project manager.

-          Support international consultants to reach out to relevant local stakeholders and with operational aspects of their work.


Requirements

-         Bachelor’s degree in social studies, law, education, business administration or another relevant field

-         Strong interest in child rights and the social sectors

-         Minimum 2 years working experience in similar roles

-         Ample experience working and living on Sint Maarten

-         Ability to work in a dynamic environment, pro-active attitude, work independently but in support of a team

-         Excellent communication skills

-         Proficiency in standard office software (Word, Excel, Power Point)

-         At ease working in multi-cultural working environments and dealing with people having a different academic or cultural background

-         Proficiency in English


Our offer
A reference check and certificate of good conduct are part of the procedure.
The successful candidate will be offered a 12-month time-based contract,
based on Sint Maarten, with possible extension.
The junior programme officer will be contracted by UNICEF The Netherlands.
Performance will be evaluated every quarter according to a performance grid.
The salary is benchmarked against Sint Maarten salary levels.
